Klein ISD School Board is Changing Board Policy without Transparency

 

The Klein ISD School Board is editing the agenda AFTER meetings take place.

During the last two Regular meetings, the Klein ISD School Board has voted to modify Board Policy without the public having access to what the proposed modifications were. 

At the 8/12/24 Board Meeting, Agenda Item 10 listed the following with no supporting documents or details about the policies being voted on.



I spoke at that meeting with regard to Agenda Item 10-B. 

"Neither the public notice nor the agenda have any insight as to what modifications you will be voting on. What changes are you proposing to make to the board policies?"

At no point during the rest of the meeting did the Klein ISD Board of Trustees read, list, or display the proposed modifications. They voted to approve all modifications unanimously, 7-0.

Imagine my surprise, several weeks later, when I saw the board went back and added a supporting document to the agenda with the proposed modifications. This document is time-stamped and shows that they added it August 14th, two days after the board meeting took place. Aside from this being unethical, I cannot imagine it is legal to amend an agenda AFTER a board meeting has happened.

And then, they did it again this month!

The Klein ISD Board of Trustees voted unanimously to accept modifications to board policy without any public knowledge as to what the modifications were... And once again, they added in supporting documents AFTER the meeting had taken place.

Notice the 9/12/24 agenda did not even list the board policy letters like the 8/12/24 agenda.

Good people of Klein ISD, this is not ok. I implore you to ask anyone you know in your contacts who has some general knowledge of school board governance and send this to them. The most concerning part of all is that our school board thinks they can get away with this because, by and large, they have.

As part of state law, our Trustees have to attend mandatory training on the Texas Open Meetings Act. They are responsible for understanding the law and best practices. There is no plausible deniability here, and the fact that documents were added in AFTER the fact only confirms they have an awareness that those documents should have been there in the first place. Our community deserves better.
